Gary Richard CET
As a Project Manager, Gary Richard brings over 35 years of experience in the Maritime Provinces. Throughout his career, he has developed a wide range of real estate projects. These include condominiums, co-operative housing, seniors’ special care facilities, special needs housing, and community-based developments.
As a Certified Engineering Technologist, Gary combines technical expertise with practical, hands-on experience. His strong industry awareness ensures that each project receives the careful, personal attention it deserves.
Gary’s background spans a diverse array of projects — from land development and residential construction to specialized housing for seniors and individuals with unique needs. He has also been responsible for managing move-in processes, ensuring a smooth transition for residents.
Bill O'neill
Bill brings to the team a strong reputation for community building and a genuine commitment to the well-being of residents in every housing development. He has been involved in the administration and management of over 45 multi-unit developments, representing approximately 1,500 units in senior, non-profit, condominium, and co-operative housing. These projects collectively hold an asset value exceeding fifty million dollars.
All of the developments Bill has worked with have been financially successful and are recognized as desirable places to live.
He has completed two years of post-secondary education in Business and Credit Management. In addition, he has successfully completed The Real Estate Institute of Canada’s Marketing and Management of Residential Properties course.
Bill’s combination of financial training, practical experience, and dedication to people has led to a successful career as Operations Manager, delivering property management services across New Brunswick and Prince Edward Island. He is passionate about ensuring that the properties he manages are not only financially successful but also places where people are truly proud and excited to live.
Sandra Agudelo

Sandra is a graduate of Management Administration and brings over 17 years of experience in customer service, business administration, and property management services.
Her property management experience comes from Ontario, where she managed over 200 units across four properties. In this role, she oversaw safety, maintenance, administration, and both resident and owner relations.
Sandra brings to Start To Finish her strong communication skills in both English and Spanish, along with her reputation as a reliable problem solver. Her greatest strength lies in her commitment to consistent follow-up on day-to-day operations and her ability to build positive relationships with both tenants and property owners.
Leighsa Shanks, CPB
Property Accountant
Leighsa brings to Start To Finish, over 25 years of accounting experience in a wide variety of industries. Before making the move to the east coast, she owned the largest bookkeeping firm in northern Alberta, providing exceptional service to over one hundred small business clients. Leighsa, is a prolific learner and has also spent time as a teacher. A member of the Institute of Professional Bookkeepers of Canada since 2012 and a Certified Professional Bookkeeper since 2016, her passion for learning has led her to training in financial planning and management. You can rest assured that Leighsa will look after your financials as if they were her own.
